UPI EDUCATION NAMES ALVIN D. POWELL VICE PRESIDENT, COMPLIANCE AND OVERSIGHT

PHOENIX, ARIZONA (USA)Frank Crump, Founder and President of UPI Education (http://www.upieducation.org)has named Alvin D. Powell, retired Supervisory Special Agent with the Federal Bureau of Investigation (FBI), to the position of Vice president, Compliance and Oversight, effective October 1, 2009.

"Al will bring a wealth of experience from his high level management positions and 29 years with the FBI," Crump said. "I have confidence that he will bring a new perspective to the organization as he guides a new, lean, and customer-focused contracts and compliance overview. I'd like to congratulate Al in his new position. He will continue our progress and reinforce our focus to put the youth of our country first."

When Mr. Powell retired in December 2007, he held the position of "Chief" of an extremely high profile and technical Counterterrorism Unit at FBI Headquarters, Washington, DC. His unit received national recognition for their outstanding operational accomplishments. He was the second person in the United States Government to hold this position. Mr. Powell managed a diversified staff of employees including Supervisory Special Agents with legal/technical backgrounds, professional support personnel, Intelligence Analysts and contractor personnel with technical backgrounds. Mr. Powell developed and implemented numerous training protocols with various government agencies to support his mission. In addition, Mr. Powell has a Federal Aviation Administration (FAA) Commercial Pilot License and was the first Afro-American to be assigned to a full time aviation position in the FBI.

While assigned to the FBI Atlantic City NJ regional office, Mr. Powell developed two "proof of concept" programs to help "at risk" and minority high school students. The "at risk" program focused on a series of structured visits to an "Alternative School" with students that had previous contacts with the legal system. The program objective was to bring in guest speakers who had successfully overcome obstacles, take field trips, provide mentors, and try to develop a respect for authority. The other program focused on exposing minority high school seniors to opportunities in the aerospace industry. Mr. Powell developed a partnership between the FBI, a local high school, the Atlantic City, NJ F-16 fighter jet wing, the FAA Technical Center, and a general aviation airport. Both programs were very successful.

Mr. Powell was born in Washington, DC where he was nationally ranked in track while in high school. He received a track scholarship to college, graduating from Fayetteville State University in Fayetteville, North Carolina, part of the University of North Carolina school system, with a Bachelor of Science degree in Business Administration and a minor in Accounting. Mr. Powell did post graduate work at the College of William and Mary, Norfolk, VA in accounting, and attended the Kellogg Graduate School of Business, Northwestern University, Evanston, Illinois, as part of the FBI Executive Development Program. Mr. Powell graduated from a FAA approved flight school and is an instrument rated commercial pilot authorized to fly and instruct in both single engine and multi-engine airplanes. Prior to working for the FBI, Mr. Powell was an Assistant National Bank Examiner with the Comptroller of the Currency, United States Treasury Department, and was responsible for conducting examinations of national banks in the United States.
